“A visão urbana sobre o novo agronegócio”

O professor, escritor e palestrante José Luiz Tejon Megido apresentou um estudo de percepções dos habitantes de cinco capitais brasileiras sobre o agronegócio. Trata-se do resultado mais recente de um conjunto de investigações sobre o tema que ele vem realizando na última década, com o apoio de empresas e entidades do setor e principalmente no Núcleo de Estudos do Agronegócio, da Escola Superior de Propaganda e Marketing.

 

O objetivo desse esforço é destacar o papel do marketing para os agentes do agronegócio brasileiro, por meio da identificação do posicionamento desse setor junto à população e assim orientar as estratégias privadas que possam sustentar a atividade nos diversos mercados. Nessa pesquisa, pode-se destacar nos resultados que 89% dos respondentes concordam que o agronegócio brasileiro pode alimentar o mundo. Outro dado relevante é que 83,5% concordam que o agronegócio significa o motor da economia do Brasil. Os resultados indicam que não existe o temor da falta de alimentos pela população urbana.

 

A pesquisa indicou que o tema do agronegócio não ocupa o topo das preocupações da população, mas o setor é considerado importante para as cidades, os estados e o país. Aparentemente as pessoas da cidade gostariam de ter mais informações sobre o campo, que representa a origem de muitas famílias. Tejon considera que a expressão “agricultura familiar” pode ser considerada uma “marca” estabelecida e valorizada pelo público urbano.

 

Entretanto, essa imagem positiva parece não ser explorada pelos agentes do agronegócio, que não conseguem estabelecer estratégias coordenadas para melhorar o desempenho global do setor. Segundo o palestrante, o problema parece estar na falta de percepção das tendências de consumo pelas lideranças mais tradicionais do setor, assim como na falta de consenso entre elas. Para explorar o potencial da imagem positiva do setor, os agentes devem promover um processo de comunicação contínuo para gerar resultados. É preciso ter um projeto de comunicação de longo prazo para criar conscientização, com orçamentos definidos.

 

Uma das tendências clara no comportamento dos consumidores é a busca pela origem dos alimentos. Grandes corporações já perceberam essa tendência, mas foi citado um exemplo de empreendedorismo na Espanha ligado ao tema. Neste caso, empreendedores voltam ao campo e identificam uma antiga variedade de trigo com atributos diferenciados para a produção de cerveja. Em seguida fomentam a produção dessa variedade com agricultores da região e iniciam a produção da cerveja artesanal. Tejon propõe o conceito de “agrossociedade”, para ele mais amplo que o de agronegócio. Apresenta como exemplo a cidade Lucas do Rio Verde (MT), que integrou atividades econômicas com o desenvolvimento sustentável.

 

A palestra provocou a discussão de outros temas propostos pelos debatedores. O professor Samuel Ribeiro Giordano alerta para a falta de interesse das novas gerações com o mundo rural. Para ele estamos em uma nova fase do desenvolvimento rural, no qual percebe-se a perda do valor estratégico da terra como fator de produção. A tecnologia se tornou mais relevante que o trabalho e a terra na agricultura. Destaca que 49% do financiamento no agronegócio ainda é feito com recursos privados. Indica algumas questões relevantes para o agronegócio. Quais serão os modelos de produção no futuro? Podemos prever o crescimento das corporações agrícolas e esvaziamento das populações rurais? Quais são as entidades que podem promover um debate sobre o futuro do agronegócio?

 

O professor Decio Zylbersztajn revela o empobrecimento do debate sobre a questão agrária no Brasil, em especial sobre o papel da agricultura familiar. Para ele, o esvaziamento do campo é uma tendência no Brasil e no Mundo. O agronegócio global passa por grandes transformações e novas tendências de consumo e produção. Ele cita alguns exemplos. O primeiro é o movimento de slow food, que busca promover a melhoria da experiência do consumidor, em oposição ao fast food. Outra tendência é o mercado de produtos orgânicos, que apresenta crescimento consistente, mais ainda enfrenta problemas de garantias de origem para o consumidor. Observa-se também a expansão da metropolitan agriculture, que consiste na ocupação de espaços urbanos para produzir alimentos.

 

Pode-se perceber também movimentos de promoção da produção local, utilizando o indicador food miles, da distância percorrida pelo alimento até o consumidor. Apesar da racional e desejável, a adoção os produtos locais pelos consumidores depende da mudança de hábitos, segundo o professor. Não se pode desprezar a atração das cidades para os agricultores e por isso parece pouco viável tentar manter o jovem no campo a qualquer custo. Os possíveis caminhos para viabilizar as atividades rurais envolvem a criação de instituições que favoreçam a criação de negócios no campo e os investimentos em tecnologias de conectividade para o monitoramento de sistemas produtivos à distância.

 

As relações entre os mundos urbano e rural parecem estar passando por profundas transformações, conforme se observa pelas discussões descritas brevemente nessa resenha. Essas relações podem evoluir com a inovação tecnológica, gerencial e de comunicação no agronegócio, mas existe uma predisposição positiva do público urbano em relação ao mundo rural. Cabe aos líderes do agronegócio aprofundar esses temas e buscar ações estratégicas para promover o desenvolvimento do setor.

Abstract The present study contributes to identifying obstacles to the development of a local biodiesel agro-industrial system (AGS) in the state of Minas Gerais, Brazil. The research questions are: “How do local social characteristics influence the organizational effectiveness of agents involved in the joint production effort?”; and “How can the institutional arrangement of biodiesel production be described?” The method adopted is the case study, focused on family farmers served by the Family Farmers Rural Extension and Technical Assistance Company (EMATER). This state organization introduced castor beans (Ricinus communis L.) to family farmers as an alternative crop to supply a processing plant (Darcy Ribeiro Biodiesel Plant—DRBP) in northern Minas Gerais state, Brazil. These family farmers are not horizontally organized, and sign individual contracts with DRBP. The paper concludes that the primary obstacle to developing the biodiesel AGS with castor beans in Minas Gerais is the lack of horizontal organization among family farmers.

Reallocation of property rights in agro-food systems: addressing diffuse stakeholders’ rights

Abstract: Stakeholders are individuals who can substantially affect the decision-making and sharing part of the value created by firms. This paper explains how parties that have not exercised cooperative production efforts, hold decision-making rights and share rights to the value created. The objective of this paper is to present a theoretical explanation for the existence of stakeholder activity, based on the property rights theory. In addition, the paper explores examples of development banks and a system of certification of sustainable forest production, exploring strategic implications. The paper is organized into four parts. Following the introduction, part two presents a selective literature review, part three presents a property rights allocation model and part four presents cases and conclusions.

Abstract The labels and certificates are a response from the retail to consumer’s needs for enhanced monitoring of quality and food safety. There are several types of labels found in retail, some are specific to the attribute related to the origin of the product and others attest various intrinsic and extrinsic characteristics. Among labels of products marketed by a supermarket network in Brazil is the Guarantee of Origin (G.O). In order to assess the perception of consumers, 120 customers were interviewed in supermarkets in the region of Campinas and Piracicaba-SP, that had GO products. By means of factor analysis, four important dimensions were identified: food safety; intrinsic quality of product; different production system; and governmental verification. In relation to the origin and sustainability attributes, values such as prestige, credibility and respect were considered relevant. The paper presents contributions in the methodological and theoretical fields, helping a better comprehension of these consumers’ perceptions about these attributes.

ABSTRACT: The main objective of the essay is to discuss the theme of ethics and organizations under the lenses of the New Institutional Economics. Given the importance of ethics and social responsibility for organizations, the study suggests the risk associated to the benign approach of cooperation based on the assumption of absence of opportunism. Also discusses the problem of survival of the ethical corporation, in face of the existence of non-ethical behavior of the competition. The study concludes that internal organization should be architected to provide the incentives and align the behavior of stakeholders and stockholders. It also concludes that institutional evolution should affect the capacity for the socially responsible organization survive in the market place.

Abstract The guarantee of food safety is a growing concern for the governments and company decision makers. Their efforts are addressed to influence the consumer’s perception over the many attributes of a food product, with special attention to the nutrition and safety aspects. The guarantee of quality is becoming important because their attributes are better evaluated and monitored by government, consumers and companies. This better evaluation suggests the appearance of voluntary systems of quality provided by companies and more regulation by governments. These public and private instruments have been analyzed separately in the literature of regulation and marketing. The main goal of this study was to make a theoretical review of the role played by the public and private strategies instruments used to improve consumer’s perception over food safety. Some public and private actions are suggested to improve the consumers’ perception of quality regarding the risks associated with food consumption. The study of the private strategies and public policies can be useful to set regulations and communication strategies that give a better transparency and confidence to the market.

IMPLEMENTATION OF GOVERNANCE STRATEGIES: A STUDY OF MULTIPLE AGROCHEMICAL DISTRIBUTION COMPANIES IN BRAZIL

ABSTRACT: This article identifies the main critical variables of success for the implementation of strategies, and carries out an empirical analysis of the system of agrochemical distribution in Brazil. The theoretical framework used is an innovative one, in that it incorporates approaches of the Economy of Organizations and Transaction Cost Economics (TCE), in order to analyze a problem of corporate governance, thereby complementing the traditional management approaches. The article identifies the following variables of critical success: i) the presence of contracted management in complex organizations; ii) the existence of mechanisms of adaptation to the process of implementing strategies; iii) the existence of contractual safeguards in view of the need for investments in specific assets; and iv) the existence of contractual safeguards in view of the uncertainties of the business environment. The empirical research was carried out by means of a survey, to analyze the process of implementing strategies in 32 agrochemicals distribution channels in Brazil. In terms of results, with the exception of the restriction to/on the residual value of the decision-maker for non-complex companies, all the critical success variables identified in the theoretical review show a direct and positive relationship with the performance of the process of implementing strategies. The variable of contracted management did not present any statistical significance.

Abstract: The role of formal and informal institutions in the economy of organizations is traditionally analyzed in terms of efficient governance mechanisms which minimize transaction costs. Based on a different perspective, this paper focuses on coordination failures and the problem of lack of guarantees in sequential transactions. In particular, this research examines a bundle of guarantees which supports the transaction between producers and the meatpacking industry in the Mato Grosso do Sul state regarding the inefficiencies in the trading of ready-to-slaughter animals. A theoretical model based on Barzel (1997) involving property rights, guarantees and institutions is proposed for the understanding of coordination failures. This model is empirically tested with two multiple logistic regressions: i) an ordered logit model based on the producer’s risk perception and ii) a recursive bivariate probit model based on producer’s risk perception and on the role of collective action. The findings suggest that formal institutions and collective actions play a relevant role in providing guarantees and, thus, representing a source of transaction costs minimization.

Failures in incentive transmission along Brazil’s quality beef chain

Abstract: Coordination mechanisms are key factors that affect the competitiveness of agrisystems. Brazilian beef chains are associated with less formal contractual relations compared to other food chains, resulting in frequent conflicts between cattle farmers and the processing industry. This study identifies the reasons for this phenomenon, raising the question of whether the observed incentive structures actually promote cooperation between production and industry. The study aims to explore the role of institutions and incentive structures in coordination failures within beef quality programs coordinated by the meatpacking industry. The issue is treated by considering the principal-agent theory and Transaction Costs Economics. We propose a model of incentive structures for the production of quality beef which considers specific investments made by cattle raisers and the meatpacking industry. In addition to specific investments, we also consider the role institutions play in reducing organizational failures. We adopt a mathematical and a strategic model to which game theory is applied. Quality is addressed using a multidimensional approach, since different product attributes are considered. The theoretical model is then validated in a multiple case study with three quality beef programs. The findings suggest that the complexity of designing efficient incentive structures makes the maintenance of beef quality programs an arduous task. The institutional role represented by formal contracts and horizontal coordination is a relevant aspect that has yet to be considered in preventing organizational failures. This study has academic and managerial implications.

Explaining Agro-Industrial Contract Breaches: The Case of Brazilian Tomatoes Processing Industry

Abstract: Three hundred small tomato growers located in Brazilian northeast states, supplied a processing industry. In view of the large number of contract hazards and weak enforcement of clauses, managers have decided to move to the Midwest, where a reduced number of larger farmers have been contracted. The industry blamed high transaction costs due to the weak mechanism of public enforcement of property rights. The industry blamed some farmers of selling the product at the market for fresh consumption. Also, farmers blamed the industry for taking advantage of asymmetric information related to quality. This study presents an analysis of contract architecture and an evaluation of effects of transaction costs related variables on the likelihood of contract breaches. A panel data study with 1,523 observations and limited dependent variable models has been formulated to test hypothesis based on transaction cost theory. Results show that opportunism and the absence of courts guarantees of property rights precluded the possibility of achieving a stable contract relationship in the region.[/box]

ABSTRACT: The case study focuses the joint venture between two companies, PIC from UK and Agroceres from Brazil, aiming at the transference of technology of pig genetics to the Brazilian market. The venture has been successful so far but at the same time faces enormous challenges. The venture succeeded to introduce the technology but followers are now entering the market. At the technical side further improvement of quality of carcasses is showing to be difficult due to the trade-off between leaner meat and reproductive efficiency. The case study shows also some ex-post contractual costs. The original contract between the venturers was not clear enough with regard to the participation on the new and promising Mercosur market. The case induces the reader to think about factors of competitive efficiency and opens room for discussions related to the strategies in the pig industry.

Abstract – The objective of this study is to contribute for the theoretical development of vertical coordination in productive systems, shaping the concept of “stability and diffusion of contractual arrangements”. Considering the well-accepted statement of efficient alignment between transaction characteristics and contractual arrangement, more efficient arrangements are expected to diffuse and replace less efficient ones. This process can be described by a logistic curve along the time, with potential application for designing strategic alliances in food chains. The coexistence of alternative contractual arrangements is a puzzle in the literature that stresses the efficient alignment and can be explained by: (1) disequilibrium situations, (2) barriers for adoption of new and superior contractual architectures due to non replicable routines and (3) effect of institutional environment on the level of adoption of a specific arrangement. The concept is exemplified by the poultry production system in Brazil, stressing its usefulness for the study of cooperative strategies in food chains and suggesting further empirical studies.

ABSTRACT: The growing demand for water resources leads to more frequent conflicts among. Despite the abundance of water in Brazil, the country has an unequal internal distribution. These differences are the source of disputes, which alter the perception of the value of water and its scarcity. Therefore, the federal government and the Brazilian states have attempted to reorganize the institutions and redefine the property rights for water usage. However, is this process homogeneous? The aim of this paper is to identify the influence of water scarcity at the state level over the institutional change rate. For this purpose, state data are compared, relating water availability changes per capita to the moment when the state law is proposed. This is done through a simple linear regression technique. The proposed relationship is successfully shown. The lower the number of water resource disputes, the lower the tendency towards a wide and complex water management system. This is done either by regulating specific themes or motivating the formation of river bays committees. The fundamental theoretical contribution of this paper for the organization literature is to verify the existing relationship between resource scarcity and the institutional change towards more rational usage.

However, the Brazilian beef chain is traditionally associated to less formal contractual relations when compared to other chains. This research seeks to identify the reasons for this phenomenon. (Why is that so? Are incentives structures enough to promote cooperation between production and industry? What is the role of institutions and incentive structures?)Specifically, the paper aims to investigate the coordination failures within Beef Quality Programs coordinated by meat packers. The issue is treated considering two theoretical frameworks: i) The Principal-Agent theory and ii) The Transaction Costs Economics (TCE). We propose a model of incentive structures for the production of quality beef which considers specific investments made by cattle raisers and the meatpacking industry. Besides specific investments it is also analyzed the role institutions play in order to reduce organizational failures. It is presented a mathematical and a strategic model to which game theory is applied. The quality is addressed from a multidimensional approach, since different product attributes are considered. The theoretical model is then validated with a multiple case study with two “Quality Beef Programs”. The survey results suggest that the complexity of drawing efficient incentive structures makes the maintenance of quality programs for meat an arduous task. The institutional role represented by formal contracts and horizontal coordination is a relevant aspect to consider in preventing organizational failures.

ABSTRACT:Transaction costs are the costs to protect property rights. Institutions are shaped in order to control transaction costs in society. Studies have been developed to measure transaction costs both at the macro and microeconomic levels. Entry costs, i.e., the cost to start up a new business are considered a proxy for business environment quality, being also interpreted as a proxy to transaction cost measurement. This paper presents new elements in order to amplify the potential of research in business environment, particularly business entry costs. It stresses the limitation related to two theoretical points: first, the near decomposability of one complex transaction, and second, the complementarity between ex-ante and ex-post transaction costs, both related to the methodology adopted to measure business entrance costs.

ABSTRACT: The focus of this paper is the architecture of complex forms of governance, specifically, the architecture of networks. A network is a complex form of organization designed to govern inter-firm transactions involving horizontal and vertical coordination. The agent´s choice among various institutional arrangements is affected by relation-specific investments, distributive mechanisms, and dynamic aspects based on relational contractual mechanisms, trust being a relevant variable. This paper investigates how horizontal and vertical coordination levels are connected. It recognizes that price incentives are important and introduces the effect of network externalities that also offer incentives. The paper presents a semiformal model that considers the existence of network externalities and applies a game approach to explain the choice among alternative strategies. The conceptual model is applied to two cases of network architecture in agro-industrial relations.

Abstract: The objective of this paper is to study the invasions (occupation) of land properties held by the so called Brazilian social movements. This conflict concerns the disputes between farmers and social movements, in which the landowners questioned the legality of the invasion for agrarian reform and compliance with the immediate mandate of reinstatement of possession when there is invasion of property. On the side of the social movements, land invasions have become the main form of pressure) to speed up expropriation processes and settlements. Having as institutional landmark, the “antiinvasion Law”, associated with the report on properties invaded released by the Federation of Agriculture of the State of Parana (Faep in Portuguese), it was developed an empirical model applied to land owners in conflict areas encompassing invasions occurred over 2000 and 2006. Based on the premises of the New Institutional Economics and on the analysis of land property rights and private investments, this study examined the relation between the variable “invasion period” (proxy for the property right insecurity) and “land productivity level” (proxy for investment), by comparing farmers productivity before and after the invasion. The descriptive results showed important effects on investment decisions of producers and a greater complexity of the relationship between variables.
